Ex-Agitators’ Allegation Against Otuaro is politically Motivated, Misleading -Gen. Elaye Dollar Slaboh.

The National Chairman of the Third Phase Presidential Amnesty Programme, Gen. Elaye Dollar Slaboh, has refuted recent claims made by the so-called Niger Delta Liberators and Ex-Agitators Forum (NDLEF), describing their petition against the Coordinator of the Presidential Amnesty Programme, Dr. Dennis Otuaro, as misleading, unfounded, and politically motivated.

In a statement made available to FrontNaija, Gen. Slaboh clarified that Dr. Dennis Brutu Otuaro is not the “Special Adviser to the President on Niger Delta Affairs”, as falsely claimed by the group, but the legally appointed Administrator of the Presidential Amnesty Programme (PAP), under the supervision of the National Security Adviser.

He emphasized that under Otuaro’s leadership, the Amnesty Programme has witnessed a new era of transparency, inclusion, and strategic engagement with genuine stakeholders and ex-agitators across the Niger Delta.

“It is unfortunate that at a time when Dr. Otuaro is cleaning up the system and implementing reforms to benefit the ex-agitators and the region, some faceless groups have emerged to discredit his work with fake figures and unverifiable claims,” Slaboh said.

He further dismissed the claims that over ₦50 billion has been misappropriated, stating that no such amount has been released or spent by the Otuaro-led administration, and any contract awarded has passed through due process and relevant oversight channels.

On the issue of Maro-Kana Construction Co. Ltd, Gen. Slaboh stated that the company’s engagement followed appropriate evaluation, and if there are concerns about its CAC status or operations, those should be addressed through legitimate audits, not media trials by politically-backed impostors.

“We are tired of these rent-seeking groups who come up with fabricated petitions whenever a new coordinator refuses to play to their selfish interests,” Slaboh said.

He also questioned the credibility of the NDLEF and its convener, Odey Otunu, who he described as unknown to the core structures of ex-agitators across the Niger Delta, stating that no authentic ex-agitator from the Third Phase recognizes the group.

Gen. Slaboh reiterated his support for Dr. Dennis Otuaro, calling on the EFCC and other agencies not to be distracted by some selfish and self centred persons who do not mean well for our Region.
